And as I look at this budget, which has been prepared brilliantly, thank you very much for the clarity of this budget because it allows me to say things about which I know absolutely nothing except what I read here.

3:05 With the exception of employee expenses rising because they give them a raise which they've earned, I can't see any justification for any of the other increases.

3:18 This budget looks to be so padded with expenses that it is designed that you have a surplus of considerable quantity as has happened in the past.

3:33 You know, offer items of concern like office expenses are almost double. Town maintenance is three times larger than last year. I assume there's reason for that, but it just seems extraordinary to me that we're doing this. Our annual expenses really should be budgeted to account for something like maintenance for a reserve that you can carry as going for a couple of months is the standard. 15 to 20% is the standard that is advised for towns in Commonwealth of Virginia.

4:33 Question number one to me is what are you saving for? If this was a business, I'd be the best. But this isn't a business. This is a town. And when the town plans things for the future, it's with the support of the community and I'm not certain what the community is supporting in this budget. I'd like you to know about Most towns, even small towns like ours, have a cap on the reserve and it's probably time that this council started entertaining that idea as well.

5:13 The second topic speaks to your resolution to reintroduce the real estate tax. It was put in place because we were scared that we were going to lose revenue from the end. That didn't happen. We kept the tax. We now collect the tax at a

I want to say that the transaction that I read about just doesn't smell right.

So I was asking if a brief update on some of the bills that passed this past year. And I'm gonna be brief because I know you don't have a lot on your agenda. But there were a lot of bills introduced. As you know, the governor or they still don't have a budget.

13:12 So my understanding is that the house and the senate are both meeting next week. Hopefully, there will be a budget. There will be a budget, I should say. Few issues that have come up that were vetoed, but that may come back as part of the budget. Apparently, bargaining is still on the table and may get shoehorned in through the budget process. Same with the marijuana bill. Collective bargaining probably will not impact you all as directly, although you may see an impact to your surrounding localities.

13:51 The marijuana bill, in its current form, although there were two forms, took away all local government input. The original bill back a few years ago had some allowed for some local input as to whether or not you wanted retail marijuana in your county or town, and that's no longer a part of either bill of the legislature or the governor. So that may be coming back.

14:19 There was a big push this year for some affordable housing measures, and I know on your agenda you have accessory dwelling units, so I don't wanna I'm gonna leave that, although that is part of the affordable housing legislation that was passed. Some others religious organizations and non profits are allowed to build five right housing on their property with only administrative approval. If they don't get that approval within ninety days, it's considered approved.

14:50 There's a few programs that allow localities to provide affordable housing in different ways, like through the EDA. Don't know that that'll impact you all at least in in the short term. Also, some allowance and housing grants through the EDA. A big one that may I think it's going to impact a lot of places is House Bill six fifty five. That basically says that manufactured homes have to be allowed anywhere that site built homes are allowed. Basically, they have to be treated the same.

15:23 This is also gonna be true for accessory dwelling units, and I know that Clayton Homes and some of the others are already sort of teeing up this and other localities to sort of make these, like, I guess you call them maybe tiny homes or, like, some places call them, like, a in law suite. I don't know. But that bill did pass, I think that's gonna be impactful for a lot of localities. There's also bill that has that requires localities to ensure that there's a defibrillator available at sporting events or facilities.

15:58 This doesn't go into effect until 07/01/2028, but it is on the horizon. And I believe you all have tennis courts, but if you also, you know, you have a pickleball tournament in town, then, you know, again, it's not until 2028, but just know that that is pending. And you may you may already have this at your facilities.

One is that no final action may be taken on an item that's agenda added to the agenda after the meeting starts unless it's some sort of time sensitive or emergency, which you all are really good about not doing that. 18:25 I'm Tom Chapman, 62 Old Locoa Road. I out a report. What I did was take last month's report since you didn't have a meeting and added just a couple things to it.

18:38 As I said in there, PC agreed that we're gonna hold separate public hearings for most CUPs so we don't have Planning Commission members don't have to attend those every one of the CCDs that we have. For larger CUP type items where there's a significant presentation, we'll have joint public hearing in Charles County. Tell us where we need to do that. George Cooper made some comments about the comprehensive plan objection and said, are we really preserving the town's working waterfront and are we preserving the village character of the town?

19:14 We had discussion at this month's meeting and we decided that the working waterfront issue was predominantly a market force thing. There used to be 30 or 40 crab houses on Carter's Creek. There's now none. And no one's building the work. So, you know, there's nothing we can do about that really. We did say we talked about the working waterfronts and the question came up during our discussion of what constitutes working waterfront? You know, is a marina working waterfront, for example.

19:46 So we decided to work on that definition and come back to you with what we think about it. And then we also said maybe there's some grants around where we can support the remaining working waterfront in some way that would allow them to continue in operation. As you know, Rappahannock closed last year and that's now become basically residential property. So we'll see what we can do to support working waterfront. The other question brought up was maintaining the village character.

20:15 Our discussion, Irvington developed organically and eclectically, And so we talked about it a while and said, you know, we think our current land use code with its building restrictions on height and sizes and things does an adequate job of that with their CUPs. State's doing some things that might impact that, like ADUs and manufactured housing, but the state passes a law that tells us what we have to do, we have to do it, so let's see what happens.

20:44 We approved the Reynolds Cup 02/26. The recommendation of approval of redevelopment of the RPA, we passed six-zero. Motion made to rezone it from M1 to R1. We passed five-one. One person objected to eliminating what could be working order fund if someone wanted to invest in it eventually. We also made another motion on apartments. It came up with language in apartments in B1. We have them like sitting over top of the dredge complex, but there's nothing in our code that says anything about them.

21:18 So we decided to clean up the code and basically allow that. We're going to work on that and a couple other things we've passed before about. We have a number of items pending to be resolutions, and as Charles told me the other day, it turns out we were trying to put them all in one big package, and Charles said, You can only have one item in a resolution when you're changing your code, so we're going to work on the individual ones. Hopefully, a lot of the cleanup that Don Fowl recommended of the code, basically spelling errors, moving, consolidating definitions, we're hoping the town attorney will allow us to do that without having resolutions and public hearings about it.

The town office will be closed on 06/19/2026 and it's in observance of Juneteenth.
