I personally am not squirreling away money for unknown purposes. But I do think we need to be more deliberate in our building of the budget. Budget and Finance Committee for years has been slowly putting more structure around this and as you all know we start the process in January and we ask for information from people and it is very difficult to get information and if I don't get information I can't give good numbers which results in it looking like we're padding the budget.

8:13 And I'm not padding the budget because we're hiding something, I'm padding the budget because nobody has thought about what they want to do in the next year and so I'm trying to make sure there is a reasonable amount of money in case the Town Council decides to do something. And so I just want to state for the record that as budget and finance chair, as the current budget and finance chair, I am hoping that budget and finance will really push Town Council and members of the public to start engaging in this process before May.
