2:11 I know I'm gonna talk fast. So last year, I shared the committee that four times ran the American Junior Golf Association tournament in Indian Creek. You guys supported us with a thousand dollar contribution, and I'm asking that you do it again. The AJGA is where the best golfers and high school golfers in the country compete. The AJGA puts on about 150 tournaments a year around the country. And it's rare you get an opportunity in a rural area like this to have them come.

2:59 And we we kind of stumbled through it our first time, but they picked our tournament the number one all star tournament in the whole country. Wow. And so it was a big success. We had 96 players come representing 20 different states. There were two fifty seven visitors. Four other countries were represented. We generated $400,000 in revenues in less than a week during a tournament and we ended up with $25,000 that we donated to the boys and girls club, the golf team in Lancaster, Northumberland, Christchurch in Middlesex and they don't have two nickels drilled together.

3:49 So it was a big windfall for them. But Brian Bird will tell you he had the busiest week ever. Holly was busy all week long. The Compass was busy all week long and helped support us. But it was just a great event in a rural area like this. And it turned out to be a big success. And So I'm hopeful that you guys will consider sponsoring this again. It puts a spotlight on our community. We'll have 78 players play on Sunday that don't have the resume to get in the tournament automatically.

4:37 And they'll come from Virginia and North Carolina, Maryland. And then the junior end is a fundraising day where usually it's three adults and one AKGA player. What we wanted to do is get the local high school kids involved. So we had two adults and 11 high school players from those four high schools played with side by side with an HAGA player and it was a home run. We're doing that again this year and I'm just about out of time. So thank you in advance for your support.

And as mayor, I would just like to thank all residents, volunteers, and any member of the community for their flexibility in dealing with extreme heat and weather conditions during the July 4 festivities. During the United States Air Force Heritage of America concert, we got thirty minutes of a two hour program before the rain took over, but everyone enjoyed what they heard. Rappahannock River Yacht Club hosted a fun filled patriotic boat parade on July 3 along with sponsoring the band on the barge entertaining everyone.

11:23 Our July 4 farmers market ended early due to extreme heat, but shoppers bought early and some vendors sold out. The July 4 hometown parade was canceled also due to the heat, but thank you to coordinator Lou Ann Davis and council member Mary Cline for all their planning and hard work. And thank you to the Kilmarnock and Whitestone fire departments for driving through town sharing their sirens in celebration of our country's 200 birthday. So thank you again to everyone for everything you did as part of the celebration.

12:07 just wanted to let you all know what you may have already heard, but the retail marijuana bill that sort of, I guess, slipped in as part of the budget reconciliation process. And we are looking at the the final language. We're still waiting on some information from the state as to how this is actually going to be administered. But the the sort of two big takeaways is that localities can't just ban them. You can't just say no, thank you, but you can't tax them.

12:43 So I'll be coming to you with probably a memo first just to just to explain what your options are and what you need to do. You can't regulate them through zoning. You know, you can have certain parameters as as to where you might want them to be, what what zones you might think they fit in best. More to come, but I did want to let you all know that something for not only you all, but, you know, Lancaster will be dealing with it at all. Yeah. Everybody in Virginia.

14:20 Alright. Moving on then to committee reports, budget and finance. Miss Bradley? Sure. Budget and finance did not meet in July as our next major task is to consider the modifications suggested by George Cooper to the financial policy. We will discuss comments George shared with the town clerk at the August budget and finance meeting, which is at 02:00 on the first Tuesday of August at the town office. We are working on preparing the final budget file, which will include the final numbers from the fiscal year twenty twenty five, twenty twenty six.

14:56 It will be coming soon to a town of Irvington website near you. And we have a number of financial resolutions that will appear later in the agenda. The new budget does have funding for all that are proposed. The resolution twenty twenty six eighteen is in response to suggestions by our bankers at Chesapeake Bank, the town treasurer and George Cooper. This is the one about moving funds automatically. Given some of the comments late in the process for adopting the budget, for example, about plans for big expenses, renewed concerns about the town real estate tax.

15:31 We'll be reassessing our timeline for the budget preparation and information request. We hope to work with the Town Council members, Town staff, and residents to address concerns with time to allow for consideration and modifications. And relatedly, we want to remind everybody that the town has a budget, not a particular committee. We get a little sloppy in our language sometimes. Request by committees for funding for projects may appear in a particular line item in the operating budget or as a line item in the capital budget.

16:01 We provide notes in the budget to help people understand what's included in a line item. Spending from the operating budget does not require additional action by Town Council spending from any lines in tourism and community support or the capital budget does require an additional resolution to appropriate those funds. So just to remind everybody at the beginning of a fiscal year, these are the conditions we work under. May

There was a comment made that the town might and I'm I'm quoting from the Rappahannock record that the town is squirreling money away from for for projects which don't no one knows about. There is a list out there that is well publicized. It's called the capital budget. That is what it is for is to publicize the projects, and we have to do this for five years out. And so saying that no one knows about projects that we're saving for, this is something that is originated in the Planning Commission that is that is then sent to the Town Council and we vote on it and we talk about it.

17:14 So to say that things are being squirreled away for projects that don't no one knows about. This is a very, very public document that is well vetted, well discussed. And that's what it is there for so the public can know what we're putting money aside for. Thank you.

18:03 The facilities committee met on Monday, June 15 at 3PM at the town office.

18:10 And I will give you a quick summary of everything we talked about to the best of my ability. The town did not receive the ready set go grant. The committee is considering a smaller sidewalk project that would address the most dangerous section of the road on King Carter Drive around the aqua curve. The project is looking at the Aqua side for the sidewalk. This smaller project negates the need for a neighbor survey because Aqua is the main property owner.

18:39 The next step is to contact Aqua and ask if they will be okay with this project. They are. Which we've heard back from them since then. And as Phil said, they are fine with it. If the project goes forward, the town will have to get permission from any other owners of properties which will be affected by the project. After hearing from Aqua, which we have heard from, the committee will move forward asking for bids from engineering companies and gathering information about the feasibility of the project.

19:14 Then the committee will decide if they want to make a proposal to Town Council concerning this project or not. As with any large project, there will be multiple opportunities for residents to engage in the process. The Irvington Sidewalk Survey 2026, Phil and Justin did an excellent job on surveying all sidewalks in Irvington and identifying safety hazards. This report was sent to the sidewalk guy. This is coming from Justin. Justin knows who sidewalk guy is.

The issue of open utility doors, which you may have noticed in the sidewalk in front of the o office bistro was discussed and Phil reached out to VDOT who shared that the utility doors belong to Verizon and Verizon fixed problem. We briefly discussed the property which is in the process of being purchased. There will be more discussions around possibly rezoning the property, adjusting boundary lines, that kind of thing in a future meeting.

20:48 Discussions around a solution for the commons and road drainage are ongoing. Are looking at it from multiple angles, some which are not feasible any longer and once we kind of settle on what we think is a good way forward again, will present a proposal to the Town Council. We discussed an annual maintenance schedule for the tennis and pickleball courts. The our next meeting is scheduled for Thursday, August 20 at 3PM.

It made the difficult decision to cancel this year's fourth of July parade, but we felt it was best with the extreme heat. We do know how much this event means to the community. And so looking ahead, the committee will begin exploring whether a possible fall parade or a community event potentially centered around the heritage theme could be possible.

22:10 Nothing has been decided at this point or committed to at this time, but we just want to explore an opportunity to bring the community together for another celebration this fall. We did meet on June 18. Now I discussed fourth of July parade and also the VDOT recommendations memo reviewing that again regarding the intersection warning signs. As we have known, VDOT did not recommend additional intersect control measures such as stop sign, always stop, or traffic signal.

We also did discuss, which will be discussed further on the new business, is the remaining concern about speeding along King Carter Drive itself and possible feedback signs. The county has two cars that they are replacing. One car was sold to Whitestone, and now the county is offering the other car to be purchased by Irvington.
